Converting alcoholics to workaholics

Wondering why state governments like Tamil Nadu in India are dependent on liquor shops for the revenue to run the government and how to fix this? Here is an attempt:

We should come up with smart novel plans which will provide organic social improvements which can yield equivalent revenue to the government while improving the people life. We should also explore ways how to convert alcoholics to workaholics.

We can keep our solutions simple.

Few things we can suggest are:

1. The folks take the route of alcohol

when they do not feel that they are not-rewarded or not-recognized or left-out in our society. We can fix rewarding/recognizing gaps by providing them opportunities that are easy to achieve.

1. Harnessing the Sun plan

Government and NGOs can involve in creating projects which will involve harnessing sun with photovoltaic systems. Institutions should train and provide infrastructure so that common man can produce photovoltaic cells for her/his needs and as well as neighbors' needs. A reward system — gamification based, should be set up to award the folks involved.

Power Grid systems should be involved to buy energy production.

2. Fruit trees/orchids plan

To the folks who own land institutions should provide needed plant nursery to bootstrap the orchard development. To the folks without land, institutions should provide community orchards where the folks can participate and own their shares for the fruits of their labor.
